ICPAS/CPA Australia Mutual Recognition Agreement
The Institute of Certified Public Accountants of Singapore (ICPAS) renewed the Mutual Recognition Agreement (MRA) with CPA Australia on 3 August 2009 and it established guidelines on how qualified CPA Australia members can gain membership of ICPAS.
Part I: Pathways to ICPAS membership under the MRA
ICPAS will admit as a CPA Singapore (Non-practising) any Member of Good Standing of CPA Australia who has successfully completed:
- the CPA Program;
- the Mentor Program;
- any other standard entry requirements for admission to membership of CPA Australia;
- the ICPAS Pre-admission Course; and
- the requirement for proficiency in Singapore laws, as prescribed by ICPAS
A member of good standing of CPA Australia means a member who:
- has no outstanding subscription fees, other fees or accounts payable to the relevant body;
- has not had his or her membership suspended or terminated as a result of any professional conduct investigation;
- has no current investigation into his or her professional conduct
Each member of CPA Australia who has completed the CPA Program of CPA Australia would apply as a Provisional member of ICPAS. Only provisional members are eligible to attend the ICPAS Pre-admission Course.
Upon successful completion of the Pre-admission Course and fulfillment of the requirement for proficiency in Singapore laws, as prescribed by ICPAS, the Provisional Member can apply for reclassification to a CPA Singapore (Non-practising).

Part II Membership Obligations
As a member of ICPAS through this MRA, your obligations are to:
- Maintain membership of both ICPAS and CPA Australia.
- Complete 120 hours per triennium with a minimum of 20 hours per year of Continuing Professional Education (CPE*) with coverage in ethics.
- Comply with ICPAS Constitution, ICPAS (Membership & Fees) Rules including the Code of Professional Conduct and Ethics, professional and technical standards, and pronouncements of the Council.
* You will be required to report your CPE compliance annually to ICPAS.

Important note: This MRA does not include rights for CPA Australia members to conduct public accounting services or sign audited financial statements in Singapore. A separate application for the Certificate of Registration issued by the Accounting and Corporate Regulatory Authority (ACRA) is required.
